Yes we can block the sent text messages. Because when my mobile got blocked I got the unlock code from www.mobile-unlocker.com and after unlock my mobile I block the sent text messages.

No there is no such way yet discovered that can be used to block cell number when message is received by someone. But in case you have physical excess of his phone then you can do this in settings to hide number of message sender.
