Contact iTunes Store Customer Support. They will then request verification information, such as billing address, an item purchased with the account etc... Once you provide this information, if your account is not fraud-locked, they will enable it.

Just create another account on your ipod touch. So go to store (on your ipod touch) go sign out, then create new account. Worked wonders for me like literally seconds before I wrote this.

Click on your account name and "view" your profile. There's a button that asks you if you want to enable your account. Try that.
