Go somewhere like a library and then the IP will be visible and you can get in past part one and not be traced to you. Library security can be lame, I do remote control work on my client's PCs from within the library using UltraVNC. With a blocked IP there is not a lot of even general browsing that can be done where you are looking to run a transaction. Of course it will all depend on how the library or other location is setup.
