You can't. Starting early this year, all police, fire, and emt radio frequencies went complete digital. Unless you spend anywhere between five hundred to several thousand dollars, you are out of luck. The reason for the change is due to the fact that too many people were "ambulance" chasers. It was causing more problems than solving.
