The answer is much more simple than just fishing. Once you have obtained the good rod from the fisherman, east of hearthome, go to canalave city (where you fight the steel gym and Byron)
Fish next to the sailor who takes you to iron island. Make sure you use the good rod, any other rod may fail to catch a finneon. You will land a finneon 2 out of 5 times.(Approx Calculation)

Its easy.all you have to do is go to the right of harthome city,then you go on a peir and a fisher man will be there.talk to him and he will give you a good rod. Go fishing until you catch finneon
