First you need a key stone which can be fond by talking to a guy thats kinda hidden in the route before hearthome city,in the tree's on the side of the lake in twinleaf town(surf) and under ground after you get the national dex.Next you go underground and greet 32 people.Then go back up and talk to it and spiritomb will pop out.

You have to get the old keystone from a ninja guy in the bottom right of rout 208 and go to rout 209 and put the old keystone in and go under ground and talk to 32 diffrent people or the same person 32 times [not including hikers] and get back out and spirt tomb will be where you put the old keystone.

The hallowed tower is where you go to catch Spiritomb.

In order to make him appear you must use your explorer kit to go underground and speak to 32 people down there (or one person 32 times), but after each time you must go back into your secret base, then he should appear at the hallowed tower in the keystone that you placed there :3
