Heart Scales are only used to teach Pokemon moves they have forgotten. Give it to a guy in Blackthorn City if you want to reteach moves your Pokemon have forgotten.
No pokemon can evolve with an action replay... The only thing they do is make your pokemon remember moves when you give the heart scale to the move tutor( I would say where but you didn't say in what game)
I'm sorry to say but no Pokemon needs a heart scale to evolve.You can use them to rember moves on your Pokemon. Go to Pastoria City and look for a fat man in a house. Talk to him & do the rest.
