Yes you can my battery charger had an short in it and I put mobile battery in the freezer over night and my fone last the whole next day. Even on myth busters they prove it as true
Freezing the battery may work, but it may also cause the battery to explode. Do that at your own risk. Do you need new cell phone batteries?

You can freeze anything but in my experience it don't work to try to regenerate the memory, if its one of the older type of NIMH batteries then they are only good for around 300/400 charges anyway (lithium more like a 1000) , don't know about everyone else but mine goes on everynight.
