After you obtain the Member's card, go to Canalave City. Go to the house on the right upper side of the city. Go inside, and a man will appear. After he talks to you, you will go in the bed and have a dream (kind of). Then, in your dream, you will arrive at New Moon Island. There you will find Darkrai.
Having the same problem here, although it did work in my diamond version.
I think you might need the National Pokédex in order to make the in-game event happen. Just like you need it to be able to catch Cresselia and (I think) to open route 224 in order to catch Shaymin.

Go top the to right house at Canalave City and there's this creepy old mad who will tell you to sleep and you. Then in your dream you will go to New moon Island and there is where Darkrai is.
