It depends how you got it, if you cheated it there then it may not work, if you transfered it from a gamecube game then it should be fine
Yeah thats the same thing here its either you have to beat the elite four or it wont work and I bet your saying as you read this "Ive done this and then you try a different search lol
If you cheated and made it magically appear in your bag it wont work. The only way for it to work by cheating is by AR and then receiving from the man in the green suit in any pokemart.

Maybe you just can't use it in Platinum.I tried it too.
You need to have beet the elite 4 and then go to the top of mount coronet and stand on the first plate with a picture of a flute then it will ask you to play say yes. Then climb up the stairs and you are there.
Make sure you use it at Spear Pillar (the area where you first encounter Dialga/Palkia). There is a symbol on the floor between two of the pillars. Use it there.
