From the Route 203 Entrance of Oreburgh cave
(You will need a pokemon with rock smash and a bike or the ability to surf)
Enter the Cave you'll see a fat hiker and some rocks head north. Follow the path break the rocks in your way and continue along you will head down some stairs.
Once on the lower level head down the next set of stairs (1.) and proceed west you'll break a series of rocks and pass a girl on a bike. Jump on your bike and press b to change to a faster gear. Keep heading west and jump over the two ramps. The pokeball on the floor is brick break.
This is the same section where part of the missing sign is. To get the piece of the sign you'll need surf and strength. To get it follow the steps until (1.) then instead of going west head south to the water and use surf. Surf to the west and you'll see an old man defeat him and head to the west this area is self explanatory walk towards the north and the piece of the sign is there
