From what I know, you cannot send them in the mail. You have to give them to another player as a gift.
If the player is on your Friends list, you can click on the small hand-holding-present icon to give them a gift. If the player is not on your Friends list, you must visit their page, and the same icon will be there, underneath their own Friends list on their page.
