If you have a savings and or checking account you can get a pay pal account by providing a bank account number through a secure site page like on ebay/amazon.com. But I suggest setting up a seperate account with your bank manager /a account with just enough money in it to cover your internet purchases so if the account is hacked they can only steal the minimum to keep the account open and the bank will cover your loss.this way you will not be taken advantage of by scammers on the net who sell merchandise they don't have to get your money. Just some of my opinions. : )
