Wow I had the same question because I have soul silver too.
He doesn't he evolves by a water stone.
I'm pretty sure its 25 and if you make it hold a kings rock when it evolves it evolves into a polytoad
It is so easy polywag evolves at level 25 into polyworal then give it a leaf stone/ water stone
water stone= polywrath
leaf stone=polytoad
water stone= polywrath
leaf stone=polytoad
