How Do You Get Arceus In Pokemon Explorers Of Sky?

I heard a rumor  that arceus CAN be recruited. Don't know if its true. This is what I heard: Recruite every single pokemon in the game and become level 100. You should get a space orb the first time you win destiny tower(?) take that orb and go to the arceus statue. It will glow and come to life level 100. I HAVE TO TRY THAT!

I think you can get him through a special event but I think you need to clear Destiny tower

You can get him. You have to meet Palkia and Dialga and have them on your team. Then go talk to the dude at the place over there.->

Arceus does not appear as a pokemon you can add to your team, it appears as a statue and dialga talks about him vaguely.

...Here is a mystery it just doesnt make any sense to me someone said this to me pass through the ruler of time and the ruler of space and the ruler of destiny shall be wanting you and that is the rumer  of destiny tower
