To learn how to scan with a HP Photosmart C3100, have a quick look at the manual here: h10032.www1.hp.com/ctg/Manual/c00694908.pdf To use the scanner you need to first check that the Photosmart is turned on and that the USB chord is connected to both the printer and the computer.
You also need to make sure you have the latest software and driver. If you bought this system a while ago it will probably need updating. The software and driver downloads are available from the HP website and include a Basic Driver option and a Full Feature Software and Driver option. The basic driver is sufficient to perform basic printing functions with the product where as the full feature option installs extra software to allow full use of all features available.
To download this software you will need to go to www8.hp.com/us/en/support-drivers.html and follow all the instructions. You may need to put in the model details and product number. The latest software must be downloaded and saved to your computer.

I have the same problem, there's no information on the HP website either.
There's no program on the computer that I can find that will work with the scanner.
It's really frustrating. :/

I take it you're all using operating systems newer than XP? Ie Vista or 7, if so you need to upgrade the printers drivers. This is a fairly old printer now and in effect, it doesn't speak the same language as the new operating systems. You need a full feature software and driver update which can be found here:

Seems you are having a problem--your computer should ask where you want to save it--go to the HP website it has a lot of info

I don't have one, but I will try to help you. Look on your desktop for an icon. You should be able to double click it, and follow the on screen directions once you hit the scan button. Your icon may be in your system tray, *where the time is and the little icons next to it at the bottom right corner of your screen*
