But I know some locations to get these helicopters.

Police Maverick*:
Location(on mainland/second island): West of the Fire Station is the Downtown VCPD.Beside it is a passageway/you can locate it on your radar(indicated by a grey path).Go through it and in just 2-5 secs you'll see a staircase leading to the top of a buildng.Go up the stairs and then up a small ramp and there lies in wait the Police Maverick.
Features:No Wanted level when stealing chopper

VCN Maverick:
Location:(Prawn Island-Mainland/second island):Go on the Prawn Island bridge to Downtown from Prawn Island.Immediately when passing through the small bridge you'll see a building and with VCN written on the entrance to it. Get there by foot and you'll see an open door somewhere on the front of the building,which is really a teleporter.Just go through it and you'll find yourself up the building.To the right of you is a staircase.Go up it and there is the VCN Maverick.
Features:Same as Police Maverick

Sea Sparrow:
Location:Sometimes on the Helipad on top of your mansion(Or Diaz's before completing the mission "Rub Out").
Features:Can drive on water.
