I'm assuming this black strip is showing along with a normal picture. If you have a square flatscreen, almost all transmissions will have a black line at the top and bottom of the screen. If you have a wide screen TV, the black lines indicate that the program is recorded in HD. If you have HD service, look for the channel in the HD channel numbers and the black strips will disappear.
