At Cerulean head east eventually you will have to start going south. At this point go up. There will be water. Surf on it and eventually you will reach land. Go onto the land and you will be at the power plant.

A masterball. But I don't like to use them. If you are like me just keep using ultraballs on it. Dusk balls also work on HG/SS.
