FIrst you have to beat the seventh gym then go to the galactic warehouse there should be a team galactic grunt to the right he will be surprised he runs away he drops the key.

You have to follow the grunt and then he drops the key and the police officer comes and takes it he tells you to go to the other ware house on the right side and then you look for the key and then find it some where I did already and got the National dex
