Is this on a VW or Audi? Some cars that have electric locks just follow what the other locks are doing. But if one of the locks is not following the others will just keep cycling as they are trying to get all locks working.
Try this: When they are doing this weird thing watch and see if all the lock buttons are really moving. Probably you will find that one of them is not. Try operating that lock button by hand a couple of times.
