Yes. But you would need Wi-Fi to share the pictures and you would need to do it through a site like Facebook or Instagram.
Would the camera still work if there's no cell phone plan on the phone?
Yup. You can take pictures all day long with or without a plan. The camera doesn't go through the plan. Enjoy😊
