Before, you would just use the comments to chat on Instagram, but now there is something called Instagram direct which you can use to send Instagram images to individual users. You could use that to chat too.
But in reality, Instagram isn't a chat app as such. So if all you want to do is chat, why don't you just use Viber or Whatsapp or something like that....
