To unlock an iPhone 4 BB 04.12.09 that is running iOS 7.0.3, I would suggest you try what is known as a tethering jailbreak

This can be done on anything above iOS 6.1.3 on the iPhone 4.

You could also try a third party service, but make sure it's one with a trusted reputation otherwise you are on a one way path to screwing up your iPhone!

I searched for more info on "how to unlock iPhone 4 BB 04.12.09 with iOS 7.0.3" but to be honest most of the sites were spammy as hell and didn't really offer something I was comfortable with/trusted - so my advice is be careful!
I noticed most of them had this kind of procedure:

  1. Restart the iphone 4 without a sim inside
  2. Insert [their sim] with your network sim and wait a few seconds for an alert message
  3. Hit accept

Hey,

I am afraid that the above procedure will not unlock your iPhone. IPhone 4 and above cannot be unlocked with a software method (Jailbreak it and then use Ultrasn0w through Cydia), or with the method above. Only the Official IMEI Method can unlock it, which is accepted by Apple and all Mobile Networks. Unfortunately this is not for free, and depending on the network in which your iPhone is locked to, the price varies. You must first find a trusted and verified IMEI Unlock provider (You can also find some sellers through eBay), that can do that for you!

There are a few things that you must take care first though:

  1. Get the IMEI Number of the iPhone you want to unlock
  2. Find the Network that blocks your iPhone (There are plenty IMEI Checker services you can find online)
  3. Find if your iPhone is Blacklisted (If it is reported as lost or stolen, or if the previous owner still owes money to his/her Carrier)

After knowing all the above, you can order an Official IMEI Unlock, and use your iPhone with any carrier you want.

P.S.: You must be 100% sure of the IMEI number, the Network and the Blacklist status of your iPhone, because most IMEI Unlock providers will not provide you a refund if you give them wrong information!
