"Read the clock" need not be privileged. Usually, privilege is reserved
for those instructions that cause some alteration of supervisor state.
Reading the clock does not fall in that category.

(The assumption is that the clock can be read atomically. If not, the read operation may need to be privileged in order to get a coherent reading.)
