Ok, collect all kanto gym badges then go 2 the top of mt silver.Then, beat red and see proffesor oak, he'll say something and then chose charmander, squirtle or bulbasaur.

You can either trade or complete the game and talk to profesor elm and he gives you either a charmander a bulbasaur or a squirtle but you can only have 1
