The ICs or the Integrated circuits are mostly referred as the chips. These are used in most of the devices, not only related to the computer but also for many other devices.
The process of making of ICs are very sensitive. If only a small miss-handling can cause a million dolor loss. The ICs are made via using a silicon wafer. From one silicon wafer hundreds of ICs are made. A thin wafer of silicon is divided into a matrix of small area, each area will be of a few millimeters squares.

The identical circuit pattern is fabricated in each area, and the wafer is broken up into chips according to the size of these square areas. Each chip consists of many gate and/ or memory cells plus a number of I/O attachment points. This chip is then send to a factory for its packaging in housing that protect it and provides pins for attachment to devices beyond the chip. A number of these packages can be inter connected on a printed circuit board (motherboard) to produce larger and more complex circuits.

So it was all the making method of ICs, if some mishandling occur specially in the phase of fabrication, means if wrong programming instructions are fabricated then it can damage the whole silicon wafer's ICs.
