Arceus is just a flat out freaking joke and Pikachu is better!

Don't know but I have one and a shiny mewtwo and about 7 other shiny legendary including  a darkrai and my brother had a shiny shaymin so HAHA!

No it evolves at level 25 but it may depend on the type of game your playing.
