You don't to ask online.I think welcome passes are free.Here are the steps on how to get one:
1.Go to your local build a bear workshop store or call them.
2.Ask them that you want a welcome  pass  and tell them which bear you would like for your welcome pass.
3.You have to wait a while.

Well I never had a welcome pass.I just know all this stuff because I am a fan of build a bear.
