There is this website called topix I found in 2006 and in 2009 and 2010 things started to get ugly on there. All it does is promote cyberbullying is there someone who can remove it from the internet?

There are a couple of nasty sites out there like that like Ask.fm . I don't think you can do much about it yourself but if a group of people all complain to the webmaster, they may look into it and clean up their act. Trying a government agency probably won't do you any good as it may be based in another country that they have no control over. Best thing to do is just stay away from it and use good sites like this one.
