Outlook is the email program you get when you purchase
Microsoft Office, the bundle of software applications which also includes:
Word - for Word Processing
Power Point - for slideshow presentations
Excel - for Spreadsheets
Access - for Database management
The other program you mentioned in your question, Word Perfect is a word processing program like Microsoft Word, but made by Corel, one of Microsoft's competitors.
Outlook is the most popular email program across the world, and is available for personal and server use (home and business) and is available for Windows and Mac.
Outlook for Mac was only introduced in 2011, taking over from the former email program available with Office, Entourage, which was criticised for it's compatibility with Exchange servers, and as such was not popular for business use.
