unfortunately, unless you are friends with the person who decided to set their profile's content as private, you cannot see their pictures. There are a list of methods online but they do not seem to work. However, there are some things you can try:
1) Try and get some friends in common. Often these people share their pictures with "Friends of Friends". In this case, if you have contacts in common, you'll be able to see some of their pictures.
2) This video on YouTube explains how you can view people's profile picture when set on private.
