How can I find a Feebas? I've tried everything. Fishing with the Old, Good & Super Rod, on the 4 tiles & the only Pokemon that have appeared are: Magikarp, Garados, barboach & barboach's evolution. & I've tried a gazillion times!

Feebas can easily be found. Go to Route 222 from the Sunyshore side, and near the beach there should be a few fishermen. Third one from the right, or the middle one if you want to be specific, has a Feebas on his team.

Feebas only shows up in 6 specific tiles on a screen in route 222. It's different for each game. And you must use a rod. It is one  of the hardest pokemon to catch.
