Apparently, yes Snapchat pictures can be stored and recoved using third party apps. That means you can't do it with a regular Snapchat account and no other help, you have to go lookng for the right apps to download, which will help you store Snapchat images.

There were more apps on the list, but Google removed a bunch from the Play Store (you can read about that here http://techcrunch.com/2014/01/29/mystery-of-the-missing-snapchat-hacks/)
