The New Elf City in RuneScape from the Mourning's End Part 1 quest is located in the Isafdar woods. To go to Lletya. You have to collect the teleportation crystal from Eluned at the beginning of Mourning's End Part 1.
The first time you get the crystal, it has four charges. At every subsequent step, Eluned will charge you money for the supplies which she would need to recharge the crystal. The first time, it takes 750gp to recharge it and you are entitled to three charges. At every subsequent step, you will have to pay 150gp less and you will still be entitled to three charges.
If you ever lose your crystal, you must return to Lletya and kill the Elf Warriors. Tiny Elf crystals are a common drop. You could either get one drop of one tiny Elf crystal or it could have one charge. You can recharge them by taking them back to Eluned.
