You can check network connections and activity, but you can also go to system information and see what's going on there.
If you go to your network connections, it will tell you what's going on with your network.  Sometimes your computer is slowed by the items on your desktop.  There is a system of stopping some of these, but I will leave that for another question.

If you want to check the network speed then you can got DOS prompt and use traceroute. For details, click here.

If you want to check your current network and process usage, press ctrl+alt+del and click on task manager. Now select Processes from the top. You will see all the process running on to your computer. You can see here the CPU and Memory Usage by each task.
