Ok. It depends where you are right now. If you are starting at only 0-5% , it will take you much longer than an hour. In fact , I wasn't a big fan of quests myself so I took a MONTH.
I don't think you would get it in around 1 hour , but to make it quicker do all the 200qp+ quests. Not only will these probably have better rewards , you will go up percentages quicker.
Some of those quests are also really hard , though , but there are loads of Horse Isle Help websites. Just search the quest your stuck on into Google!
