A circuit needs to complete a loop. Incomplete is also referred to as an open circuit. This means the circuit is opened somewhere and not allowing the electrons to travel. There is a number of reasons for this, a cut wire, a bad relay, a bad switch, any thing that breaks the loop can cause an incomplete circuit.
