The phone is set up that way. If it is your phone go through the settings and check them. If it is someone else's phone they are either on the phone or have it set that way.

Might be because they are set to divert to voicemail instantly, Ask you operator(by calling their helpline) to deactivate or change the condition of diverting i.e., to divert to voicemail when your cell is switched off or you don't answer the call!

Try tools - profiles - select standard - edit - make sure call filters on the phone is turned to OFF.
