First of all you got to go to the old chateau then go up to the second floor then go to the second room on the right then you will see a picture on the wall and if you look closely you will see glowing red eyes on that picture and that is were gengar is at.

If you don't want to evolve a gastly, then there is a girl in snowpoint city with a haunter, she asks you if you will trade your medicham for her haunter, and then once you get haunter, trade for a gengar.

If you have the national dex you can go to old Chateau to the room with the red eyes, put any Game Boy Advance pokemon game in and you will have a 5% chance of finding one.
If you don't have the national dex and you need to see one, according to www.serebii.net you can find a trainer in victory road that has one. The trainer is Psychic Bryce on floor 1.
Once you have seen him you can then trade for him in the global Exchange building.

Okay first of all you need the national pokedex, then you go to the old chateau and go to the room with the red eyes, then insert a GBA game, after that use a max repel and then use the item called honey (you can get these at floaroma town) it might take a while but it works, because it worked for me.
