I trained my eevee to level 100 and it never learned dragon pulse even with the dragon fang on. That guys lying.

It is very rare, and it might never evolve. When it evolves, it becomes a Drotionian. It learns Draco Meteor and Dragon Rush and Dragon Pulse. It also has wings, scales, and gill-like things on its neck. It is SO awesome. Mine is level 100, and can defeat anything, because when it gets to level 100, it learns Meteor Beam, and Sky Beam.
