To make Sneasel evolve, you must give it the hold item Razor Claw and level it up at night.

Duh give the sneasel either A. A grip claw or B. A razor claw and lvl. Him up

Get yourself a sneasel from route to snowpoint city/acuity lakefront/snowy places on mt coronet.
Then go to victory road (8 gym badges needed) go all the way trough until you get to the part where you needda go up the waterfall.
Go up and then go south when you encounter the dragon tamer.
Go down this waterfall to find a razor claw item.
Give this to sneasel and either level him up between 6:00 and 8:00 (morning and evening will both work) or trade him with someone.

Ps: If you just need his entry in your dex...cyrus has him in his team when you battle him in the disortion/thorn world (however you want to name in)
