You need to catch a feebas in mt coronet's basement floor. Go in the water and then its all chance. Surf around using your best rod until you encounter a feebas. Then give it a lot of dry poffins. Finally once its Beauty is at max, level it up, it will then evolve into milotic. Ps.
On the 509 egg it will be shiny.

You can only catch its younger evolution feebas in mount coronet (it is very rare and difficult to find) and after catching it you give it poffins to raise its beauty. Once it reaches full beauty it will evolve to a milotic.
