How come these people keep calling saying that they work for Windows Tech department ? Don't they know by now that 99.9% of people know it's a scam ?

Its that 0.1% that they are looking for and cashing in on. 400 million in the USA, that leaves 400,000 suckers who will believe them. They actually called us, asking for the father in law, who passed away in the 90's. I gave them his new address. LOL
If they get one person a day to give them a $199.99 fee. That's $1400 a week. $5600 a month and $67,200 probably tax free a year and you can move from location to location with virtual no overhead or penalty.
Where do I sign up to call you. Lol
Jan is right. That 0.1% is still a worthwhile revenue stream.
A couple of years ago an elderly acquaintance rang me about one of these scammers. I explained the scam to her and told her to forget it. A few days later she admitted that, even after learning that, she had given them $70 "just to be on the safe side".
There's no limit to the silliness generated by fear -- and not everybody who uses the Internet is very knowledgeable about it.
