If you do a web search, you can probably find the "top 10" mods ... Or just go to the main mod site (Nexus) and read their descriptions, and download the ones you want.
Now, if you were playing Oblivion ... I would recommend OOO (aka Oscuro's Oblivion Overhaul) to make the game worthwhile.
