First you have to unlock the other characters, Michael doesn't show up till a few missions down the line.
Then once you've met the new characters, you have to play a few missions as them before you can start switching.
Also, it will depend on the storyline. For example, if someone is laying low after a heist then you won't be able to switch to them while they're in hiding.
