I'm completing my studies as we speak, and as of Faraday in 1852 electric and light are one and the same, and both move at the speed of light. In 1854 Maxwell proved he was right! Plus Faraday in 1832 proved that their can be no electric without there being the lines of flux present! These lines travel 360 degrees around that electric current and keep up with it.

So all my studies are not released at this point, but I would say it's everywhere !I was dyslexic as a child so pardon my spelling, without spell check. You sound like you are as interested in this area as I am.
Zero space even has magnetic waves, and have patents to make electricity there.
