You cannot get to the third gym leader unless you have downloaded the latest beta of Pokemon Prism, sorry! If you haven't, then a boy will be blocking your path in the burn tower.
In order to battle the third gym leader in Pokemon Prism you will have to update your game to beta version 4 or 5.
