It means everything gets through, even unwanted material. For example, if you drink unfiltered well water, you also drink the unwanted minerals or bacteria that are in the water when it is in the ground. An unfiltered fuel line in a car will let dirt that is in the fuel tank pass through and possibly clog the injectors. Then the car will not run properly or may not even start.
Look at it this way. Nothing has been removed yet from what you have
You can "filter" what you have to get what you specifically want.
If you want pulp-free orange juice, filter the pulp out with a strainer.
If you want to spend $50 or less on a item, filter out all the items that cost over $50 from you list.
If you don't want spam in your email, use a spam filter to put it into its own grouping.
