What is permanent memory?

If you're talking about computers, ROM (read only memory)  can be considered permanent as opposed to RAM (random access memory) which can be changed by the user.

REM doesn't exist in this context but I should think than Random Excess Memory would be a godsend.

Of course if you're not talking about computers but about people, then permanent memory can be defined as the opposite of that used by politicians.
